A start by this order: Urban Design Guideline, regulation development plan, Vision Statement and Planning Principles(you can find this chapter in COMPREHENSIVE PLAN volume 1, Expansion of the Holy Mosque, Transport Plan, Land Use Plan and Environment Plan.
